描述：

在小工具管理界面上创建控制选项，以便用户对设置进行修改

参数：

$id

(integer | string) (必填) 侧边栏 ID.

默认值: None

$name

(string) (必填) 侧边栏名称.

默认值: None

$control_callback

(callback) (必填) 当侧边栏显示时运行.

默认值: None

$options

(array | string) (可选) 小工具设置选项

默认值: array()

Note: 可以传递其他参数以添加到小工具。
